Why is "conspiracy" shunned?

Because the simplest answer is most often the correct one. Unfortunately, the government and the media do most of their damage not through planned, coordinated action, but through lazy inaction or sloppy, incompetent action. Conspiracy theorists overestimate the competency of the so-called conspirators.
